These files document Governor John Helm's use of the governor's power and privilege to pardon convicts. Included are a considerable number of petitions to the governor to both grant and deny a pardon to a man convicted of rape and sentenced to the Kentucky State Penitentiary; Governor Helm had served as defense attorney in this case prior to becoming governor.
